Capacity-Centred Intergovernmental Collaboration: Evidence from a Village Recognition of Prior Learning Programme in Bojonegoro
Abstract
This study examines how intergovernmental collaboration was organized through the Village Recognition of Prior Learning (RPL) program implemented in Bojonegoro Regency and evaluates its contribution to strengthening village administrative capacity. A qualitative case-study approach was used, drawing on in-depth interviews with key institutional actors, field observations, program documentation, and the Nominal Group Technique. The findings indicate that collaboration successfully expanded access to higher education by integrating national policy direction, regional financing, university-based competency assessment, and workplace learning. Based on these findings, this study proposes a Capacity-Centred Intergovernmental Collaboration (CC-IGC). The model provides a practical governance framework for strengthening village administrative capacity while maintaining academic quality and supporting the long-term sustainability of intergovernmental collaboration in village capacity development.
